Food Entitlements Act, 2009
(Draft, 12th September 2009)
Dear Friends,
The Right to Food Campaign is pleased to place before you a working draft of the Food Entitlements Bill, 2009 below for your perusal and feedback.
The Campaign began discussions on the desired contents of such an Act after learning about the Central Government’s proposal to enact a National Food Security Act. We have been through a process of drafting and refining a set of essential demands. Two large consultations, including a National Consultation on 11th July 2009, was also organised.
On 6th August, 2009, the Steering Group of the Campaign set up a drafting committee to prepare a Campaign Draft. It was decided that we should move on a two track approach by quickly drafting a Food Entitlements Bill as the UPA Government had set a deadline of 100 days, while simultaneously opening up the drafting process for a more comprehensive Right to Food Act.
